Not having product parity is a major PR blunder. All other things being equal this would still be a good reason for the game to not sell well. In many instances people don't even care what's missing, it's enough to simply know to that 'features are missing'.

Add this to the fact that COD games have never been huge on Nintendo consoles, there's little in the way of the community which is vital for this game, the announcement and marketing have been handled extremely poorly and the fact that many Wii U owners are multi-platform owners (at least according to this site) = very little reason to by this on the Wii U.

For me personally I'm an occasional COD player, I was disappointed with BLOPS2, so Ghosts was needed to be awesome for me to have any chance of buying again. It's not.

For a yearly release a DLC time exclusive of several months is reason enough to consider lacking features, but even so CoD saw reasonable parity between PS360, so I fail to see why this would be the biggest reason...

And then common folks don't know it miss features... when is to defend that X platform is doing better than internet believes people don't have info about this or don't care... but when it serves as excuse people are really well informed.
