If it does it will be Christmas 2014, when the usual crazy nintendo boosts might carry it past Vita, if only briefly - if Nintendo still haven't solved the SW shortages and there are still droughts, then it will crash back after Xmas and Vita will nibble away at the lead.
However, WiiU does have Smash and MK8, and the former in particular could be decisive, but if the 3DS port is very good, its impact will be reduced. It will still shift lots of HW though
On the other hand, PSV seems to have stabilized a little better in Japan than WiiU and it also does significantly better in EU, with a few new games in 2014 it may just stay ahead. That is quite a big if though, we'll have to wait and see how the Vita lineup in 2014 shapes up
PSV will win LTD I think though, combination of Sony legs and superior 3rd party support in Japan especially, so although I think they may well cross streams, if they do I expect them to cross back over eventually. WiiU will have to do or die in 2014 (not literally, I don't think nintendo will kill it before its time), if 4Bone end up really hurting it then even its big games may not have all that large an impact
This is barring any ridiculous upswing for nintendo, i.e. the unlikely event that they might recapture the Wii audience (personally though I think most people would admit that they're long gone)
