They have said on many occasions that they don't want to do a Vita game, but maybe they have changed their minds and are doing something on the side?

I'm sure they are working in The Last of Us for PS4 and another unreveled new franchise.

Do mean the Last of Us PS4 port or a sequel? I would have thought the sequel wouldn't be out for a while (late 2015?) and I don't see why they wouldn't have announced a port already
