On one side I say 2DS should be considered 3DS because it plays all 3DS games...

But, on the other hand it is really adding 3DS capabilities to the very popular DS series to keep it selling strong...

No, the only significant difference between the 3DS and the 2DS is the clamshell design and the 3D display. The underlying hardware itself (the processors, memory, etc.) is the same and significantly improved over the DS.
