I think there a more than one reason...

1. VGC is just wrong ioi based the sale in some US retailers... PS4 can be shipping/selling more outside US
2. MS have more units in the market (Xbone never was Sold Out like PS4 was)
3. MS is catching what Sony shipped weeks ago for the EU launch

NPD will give us a good picture of what is happening.
