I don't know what part of Canada you live in but in my Canada it's not. I've dated two girls who referred to their own hair color as "ginger". One of them did some globe-trotting, and she did find the Austrailian term 'ranger to be a bit offensive, however. Naturally so, since it referes to a monkey. But ginger is just one way to describe red hair.
