Pretty sure most of the Japanese don't celebrate Christmas or go crazy with shopping at this time of year the way Europe and ESPECIALLY the US do. Remembering past years, it always seemed like the time Japan's game sales spiked the most to line up with a holiday was during the "Golden Week," which I believe takes place in January? I could be wrong, but I'm pretty sure it was DQX and aggressive bundling that have lead to Wii U sales increasing noticeably in Japan for the past 3 weeks. Also, Super Mario 3D World held strong in Japan this week...its legs are already starting to show. Here's hoping this is a sign of momentum for Wii U in Japan. :D

They do have a holiday boost which is starting to show a little with these numbers and it will increase through to the last week of the year. Granted, you are correct that it is not as large of a holiday sales period as it is in the US and Europe. But there is definitely more to the Wii U numbers than just holdiay boost as they are much more significant in proportion to all other consoles.
Golden Week is in the end of April and first week of May. Obon is another big holdiay in Japan which runs during mid August (other periods too but less gift giving during the others).
