The premise that he has done a horrible job pretty much betrays your bias in the original post. He hasn't been terrific, but he certainly hasn't been horrible. With the current animosity on both sides, you're not going to see the cooperation needed for any President to enact major reforms.
As for your question, since he got re-elected, the answer is emphatically no. After 4 years of Republicans using an all out, do anything to try and keep Obama from being re-elected plan (even Mitch McConnell stating it openly), he was still re-elected. Basically, America said, thanks, but no thanks Republicans, we'll stick with him.
