Well. Pretty much, granted allot of work would need to go into it to downgrade it to a level where it's acceptable.
If you downscale Oblivion for instance (An Xbox 360/Playstation 3 game.) you could run it on hardware equivalent to the origional Xbox.
However it would look like this:
Note: Lack of shadows, lighting, lower geometry, lower resolution, worse textures, reduced shaders etc'.
However it would still run with decent framerates.
