They could do a game that fully uses the U pad , but it wouldn't be a game that could work only on Wii U: it could work also on a 3DS with the optional 2nd stick (the 2nd stick being the only control a standard 3DS misses compared to Wii U) or on PS4 using PSV as a controller (the touchscreen on the controller being the only thing a standard PS4 misses compared to Wii U). An XBOne with a tablet as controller, though, couldn't exactly replicate the Wii U functionality and gameplay, as tablets lack physical sticks and triggers, or when they have some sort of sticks and buttons they are normally app-, not game-oriented.
A PC with the right peripherals could obviously match or exceed Wii U functionality, but teh Master Race comes at the price of lacking Ninty's kiddy factor, so Ninty shouldn't worry, they don't compete directly. 

The only thing currently available close to the Wii U from the competition is the PS4+VITA Combo. But that combination is simply too expensive and the percentage of user with both system is unlikely to be massive. While Wii U & 3DS share a similar control scheme, the power difference between the system is obviously immense. While the multiply ways the touch screen can used for gameplay could be shared between system. Some of the more technically challenging Wii U games wouldn’t be the same on the 3DS with the technical downgrade required.
