Sales: What exactly is "other"?

So Russia for MS doesn't belong to Europe, so it's in their "other"? Or is MS not selling their consoles in Russia?

MS officially sells X360 in Russia. X1 will be sold spring 2014. I just don't know if they track it as Europe or as Others tbh.
