I want a Vita with either an accessory that can play UMD via USB/Cable or A discount on the games that I have purchased like they did for many games in Japan... Not even a single game was discounted on any other place other than Japan

A plug-in UMD drive would be expensive, awkward and likely a failure. The discount system would be open to exploitation. PSP games on PSN are already very cheap, there's nothing stopping you from selling the hard copy to fund most, if not all of the cost for the digital version. This really is a non-issue.

Why didn't you sell your 3DS because it didn't have a GBA cartridge port, nor an optional accessory for one? And I'm sure you'd have no problem rebuying them on the eShop.
