I have some theories. First, 1/3 of wiiu userbase is inactive. Problably a child's present that not get used since last december. They just don't bother to use it again neither sell it. They problably forgot and regret the buy, so not lookinh foward for any game on it, even 1st party/exclusive.

Then another 60% areadly own another plattaform where third party games:
can be found in any store easilly all year
are not tied to the system, so is easier to buy it without worries
all their friend are playng there, so they will buy it to play online with friend too
Not lacking dlcs or content
Actually is on online store(activion games and ea are not avaible on eshop)
Is cheaper
better port than the one on wiiu
know that game is coming for then(wiiu logo trailer only found on eshop most of the times)

These category problably will only buy exclusive once in a while and use another console most of the time. Or, if the game make a great use of gamepad(good is not enough). They don't give up yet, just dont care about 3rd games on the machine.

Then you have the 10%, that actually want to use wiiu as a primary machine. But is so hard to find and be satisfied with the games that is near impossible, yet, when half of these player actually buy the game, it only sell 150k LTD.

There is no simple solution, thirds areadly are burned, consumers are burned too. Yet, i still think there is no use on trying to get thirds onboard, because they never support properly, and then say that its nintendo fans fault. 3DS rised as the best console of 2013 because nintendo and nitnendo only, so they must go the same way with wiiu. Third party will aways be on pc anyway, where is cheaper to get any game. While indies support the wiiu, i will be ok.
