I don't think this is possible whatever Nintendo do. Retailers have very little faith in the Wii U and won't be willing to risk dramatically increasing stock. A big advertising push would be wasted if people don't see them in stores to follow through with the purchase. They are better off gradually increasing the baseline sales to gain back trust. When they have a bigger presence in stores they can have a big push, but they aren't there yet.
