DVDs are not meant to run at 720p or 1080p, but there is such a thing as an upscaler which can make them look better.
However you are probably right on the last part, having a forced upscale could make them look worse than just playing 480p or 576i on the HDtv anyway.

I assume you are thinking of digital... there is a difference between digital tv and HDtv... currently there are a few HD digita broadcasts, but most are still in SD, and they are not cutting off digital SD broadcasts, it is just analogue signals that are being cut off...so no-one is being forced to go HD at all....probably not for a good 15 years I'd say (considering that the vast majority of people use digital tv now, and have done for a few years, yet they still haven't forced digital on anyone [except perhaps in Japan].... this means it is going to be a long long time before HD broadcasts are forced upon anyone)
To summarise.
How you can watch TV now
--- using analogue transmitted signals
--- using digital, for instance cable, sky or here in UK freeview (which is a digital signal, but is transmitted the same way as analogue)
How you can watch TV in a few years
--- only using digital (cable/sky/freeview)
HD has nothing to do with it.
