They are both playable at around the same percentage but PS4 just downloads a lot faster and gives more of the game content. Your comment makes no sense because you said once the xbox version is completely done you play to the full potential, that's the same with PS4. ok let me rephrase my first post then,

Xbox one first step install=> ready to play => not all modes available but with all graphical shit on=> inthe meanwhile rest gets installed.

PS4 has a quicker setup=>ready to play=>everything available but not on full graphical power=> meanwhile rest gets installed

in the end it will take about the same time for both, one will let you wait for the full experience, ps4 gives you a gimped game in the meanwhile

In the end the PS4 install is still faster from the comparisons and videos I have seen. Someone already linked a video in here that had the PS4 version of call of duty install completely while the Xbox version had a head start and was only at 26%.
