There have certainly been worse ideas. Personally I think this is actually sony's long term plan for VitaTV - by giving it PS3 games through gaikai they create a super cheap microconsole with BC which allows them to trade some of the typical legs of a sony system that PS3 will have for extra vita sales which will help them make more money there, as well as finally ridding them of the Cell+RSX architecture (no matter how many revisions it has, it will never be as cheap to make as VitaTV). All dependent on their streaming tech though and I'm not optimistic it's going to be viable any time soon
