That seems unlikely to be the full reason to me, given the amount of detail put into other elements of the game and the division of development teams. Minor changes to the character designs would be entirely viable. Though there were alot of characters in the game so that approach could actually have helped them.
But then I would to point one thing which makes that more bizzare; Nintendo tend to reuse the characters (with design tweaks) to suggest reincarnation... but in this game that is highly unlikely to be what they are suggesting.
