wrong. you still earn your trophies if offline you just don't upload them to the servers for everyone else to see. but you still earn them and can still view them on your device in offline mode.

Same thing on PS3 and Vita. You can earn 'em whenever. On 360, you can earn Achievements but if your not online, you can't prove when you actually earn them.
I just think that this is the evolution of that practice. The perimeters of what makes an Achievement legit may be changing or something.Maybe offline achievements need to be verified first. Just a guess.

10 cents says it is an artifact of the orginal always online architecture MS started with. probably an oversight more than anything when they ripped the DRM out and simply didn't consider this particular use case. an easy miss to be honest.
10 more cents says within the year they patch it to be more like the 360.
