Having the series multiplatform isn't a big deal. the SMT franchise was experienced by japanese gamers on the SNES but the third game was on the PS2, and then the fourth game came out in a portable console. My problem though is the ridiculous prices here in Argentina, I would love to get one, I really do! Even the 3DS is expensive, so I got it cheap from a friend xD. I think it's not a bad idea, they would be expanding the appeal of the series to other platform holders while keeping loyal to the original fanbase. There's no evidence that they will either! 
Atlus's Persona development team have pretty fast cycles, I doubt they would have been working on it then when both Catherine and P4G hadn't released yet.
That could apply to every 3rd party exclusive, but console's need exclusives to survive. Given the position its in, the Vita needs to hold onto every 3rd party game and franchise it can, none more than Persona. Sales have been exceptional given the genre and install base.
