I think a lot of the issues here is that stores are just not willing to take the risks to buy in games for the vita atm when there is shelf space that could be going towards ps4/xboxone. If you owned a mom and pops game store would you be more likely to shelf a game with 6 times more customers(3ds) of course you would.
Worst thing about digital on the vita tho and I've qq'd about this a load, the games are almost the same price if not a fraction cheaper from psn but you need to buy more proprietary memory for it which adds such a huge price to it, on top of that the vita doesn't allow you delete patch data for games from your mem stick without also deleting your save data for those games. I find it insane how badly designed the UI is in the vita just to stop pirates being able to drag and drop files on there. The thing is tho, you can still hack the Vita using buggy games from psn. The only ones being affected by their ultra restrictive data transfer programs from the pc are the actual legitimate buyers of their stuff.
