If the game is targeting 30FPS then you can add those extra things you are saying.  As I stated if DriveClube can add all that extra graphical features and maintain a solid 60FPS then we are talking.  If it has to drop the resolution down to 30FPS then its standard.  The Forza developers are targeting a more responsive experience and the DriveClub is targeting more eye candy.  

Calling Forza series rushed ??  So 3 games in 8 years is rushed (not counting horizon since it was done by another developer for a different purpose).  Calling GT a sim is about as crazy as calling Forza.  Last time I checked you could not use your car and ram other cars off the road with no damange like it was a bumper car.  Actually Forza probably simulate a more sim experience than GT over the years.

Don't you mean 5 games in 8 years?

I did not count the first agme sice it came out on the first Xbox but you are correct.  For the series its 5 games in 8 years as the first one came out in 2005.
