Fallen, you're wrong, 360 was the lead platform because it was easier to develop for.
Now, PS4 is much easier to develop for than One, and more powerful, PS4 will lead the gen, but yes, the differences cant be huge in most games because of money, they need to sell on both, so they will be lazy with PS4 developement to not give it too much advantage and do less than what they could.
Predictions for end of 2014 HW sales:
