I hesitate to call anything that sells that much and is going to make money a flop. I think expectations were lower for this as well.
However, underperforming I'd say for certain. But this is just semantics.

Get your point, but a flop is a flop. Like if Avengers 2 doesn't gross $1bil, it'll be a flop, & it definitely needs to surpass the 1st one in order not to be labeled a flop. CoD is no different especially the way they paraded around MW2 - BO2 sales. All this proves is that GTA is this generations hottest series. GTA5 sold 25mil in under 2 months, CoD takes 8 months, to a year to do that. & Red Dead is about to be on COD heels whenever the next 1 is released.
