No. It has to do with how great Nintendo is at optimizing even since NES. Zelda and Mario NES were just a couple kilobytes. LTTP could fit on a NES cart. Mario 3d World is 1.8GB. Nintendo is often really good at optimizing game data and now show any real sacrifice. Sony and MS treat things like a PC. Just the raw file size. So they are pretty lazy. Doesn't mean the file won't be big as Galaxy was 7GB,Xenoblade was and SSBB was 6-7 GB. Tjose ight have been two disc games otherwise....Xenoblade for sure. At the same time don't be suprised if it's 8-10GB at thevery most or even 5GB. As for the 3DS version. it's not gimped. That would mean it's a port..which it is not. They are different games developed separatly. 3DS version uses stages from DS/3DS games or Game Boy. Wii U uses stages from past home console releases. 3DS carts also hold up to 8GB and no game has even come close to using all that. Not even REREV which is the biggest game data wise on 3DS at 3GB.
