Uncertain, although having this in place certainly means that a lot of the back-end work required to make that possible would already be done, and would get the benefits that people really want out of it (combined shop balances and the ability for the NNID to run across multiple consoles if necessary, meaning that the ID is your primary identity as the network sees it and not the machine itself). Clearly now we are able to run the ID from multiple machines, then it becomes a separate entity and the rest of the matter is working on the back-end to eventually move the 3DS away from friend codes and onto the NNID system, running a merger soon after.
