I think because he is saying that an 8 is in no way "weak" it is a great score for a game....so in essence it is rather mind boggling for the reviewer to say a weak "8" like it is a bad score or something.

The way the review system (s) was butchered in the 7th gen, this kind of silliness is to be expected, unfortunately. 7 is the new 5 and 9's and 10's are easy to come by today.
