No, I think in Halo there was a slow progression of technology. The Halo rings themselves did nothing to advance the human race.

Yup! You nailed it. I loved this game, it get a very interesting atmosphere, and as someone with a degree in AstroPhysics/Planetary Science, it was really interesting reading about all the colonized planets, and the ones which remain to be colonized.
