Sony's previous fiscal year shipment total was 11 Million which would have meant that Sony shipped a total of 14.5 Million units; recently they lowered it to 9.5 Million units which implies a total shipment of 13 Million systems. What this all means is that Sony (currently) has a shipped inventory of (roughly) 2 Million units beyond what they have sold so it is highly unlikely that they will be able to ship many more units than they sell.
With how the PS3 is selling (so far) in the first quarter of 2008, the PS3 is selling at an anualized rate of (roughly) 12 Million units. In my opinion any shipment total that is noticeably higher than 12 or 13 Million units will (likely) not be met and Sony would be fools for suggesting it.
