because they do what they can and what makes sense financially? they did also not release the same versions this gen. 360 got most of the time the "better" version simply because ps3 seems to be a hard system to develop for and it didn't make sense for developers to put more time and effort in a better version because they knew it is enough to release the games like they did.
it was probably only a figment of many people that developers didn't want to release a better version on ps3 even if they could. it was more the question if it would really make sense to invest a million or two more just to have some better textures...
and now we have an xbox one with which many developers had big problems with the last months and a ps4 which is stronger and didn't make so many problems. that is the simple reason why the version on ps4 have a higher resolution or whatever they are better in. not because "this time they don't gimp the other version just to get parity"
