Thats XBL not retail games.  There was never a agreement for parity for retail games.  This is the problem with people, you need to understand context.  Also when parity for XBL games are concerned its content and features not graphical parity.  PSN also has a policy where if a game comes second to their platform, it must contain extra content.

 

Edit:  I see someone brought this issue up already. Anyway, both console companies have such rules concerning their own private network which is PSN and XBL.  I will say it again, reading comprehension and context goes a long way when making an argument.
