What do you mean, "just make the AI harder" in reference to a top-down view Zelda game? Usually enemies are very scripted and the point is to figure out the certain strategies necessary to defeat them. The difficulty comes with the number and endurance of enemies.  Often there is no independent "intelligence" in their actions. That's not how top-down view Zelda games work. Hero-mode makes it harder because you are forgiven less for your dumb mistakes (not paying attention to all enemies, for example.) 3d Zelda games are an entirely different matter, of course. 

No matter how you excuse it I do not find it acceptable that alot of the games just just buff up the enemies stats and call it day. The least that almost every developer could do is just increase the AIs aggressiveness and awareness.

You obviously don't understand how "some games" work, in particularly top-down view Zelda games. Not every game needs an AI system as you are referring to. Scripted actions are fine when they're the premise of the game. Just because you don't like it, doesn't mean others don't like it. People play games like Ikaruga (for example) and the entire premise of the game is to be difficult for the reasons you dislike. To these people (the audience whom the game addresses) it's enjoyable, and there is no problem to be excused as you chose to word your argument. Zelda games work how their audience want them to work. Don't like it? Don't play it.
