Because it didn't just outsell it. It outsold it somewhere in the range of 10-20x. It sold more than Black Ops II Wii U has over the past year. Pretty sure the PS3/360 sales gaps were never this big outside of maybe Japan, and unless a game had potential in the west a lot of Japanese devs didn't support the 360.
Since the launch of the Wii U there have been a lot of discussions over attach rates and late ports. Plenty of people have argued that having an attach rate near the PS3/360 was good for BOII, and that if it hadn't released late it would have done better. Now we have a version releasing the same day as the others that did significantly worse than a platform with zero install base.
While these are UK sales, so being unavailable in other countries wouldn't matter, I have also seen arguments that stores didn't stock the Wii U version. However, if true, the fact that retailers aren't stocking the Wii U version of one of the biggest games of the year does not spell hope for Wii U third parties.
