Why would you disagree that it needs a story?
its mainly a single player game so it needs a good story. If it was multiplayer that everyone buys the game for, i would agree that it shouldnt count as a big factor, but sonic is about single player and the lack of a decent story is why i stopped playing games like that and mario a long time ago.
saying its a platformer is a bad excuse for not having a story.
shooters never had stories (or extremely weak ones I wouldnt even consider to be stories) either but they evolved because its important to make the player understand why they have a certain gun in their hand and why they are shooting certain people/monsters/aliens with it.
in platformers, you have to be told why you are jumping around on odd shaped platforms and why jumping or running into a monster will kill them....and where they came from in the first place.
just saying well thats how the game was 30 years ago, isnt good enough for this day and age.
As an example, I would give outland 10/10 for its flawless gameplay, but overall it would be much lower because the very vague and lame story makes it an experience that no-one is really missing out on if they dont play it.
