The hardware difference is not the only thing participating in the performance drop of Xbone.
The native hypervisor running 3 OS at the same time might be a big actor there. It's probably to facilitate dev of UI and Kinect apps, but having 3 different OS running at the same time makes it harder/impossible to have full performance on the "Game only" OS.
