Doubt it's an exclusive game like Demon's Soul 2 or Uncharted 4. Those types of big announcements are more reserved for E3 or similar conferences.

Don't get too excited. It's not an AAA exclusive. Like I said those announcements are for E3. PS4 GTA5 would still be exclusive if released few months sooner than Xbox1 version or with exclusive DLC. It could also be a PSN indie title. The Last Guardian may be the only possible big game that they could show off because this game has already been announced. Maybe Agent but I digress.

We don't know what it will be, but you said you thought it would be content only. This event is pretty huge, though, it's right before the PS4 launches.
I'm expecting Epic's game (exclusive or not), maybe Demon's Souls 2 or another surprise.

This event is on Thursday night on Spike TV with Geoff Keighley, and not in front of a worldwide media journalist audience and worldwide live stream at E3. Spike TV has a small niche American-only (as far as I know) audience. I suppose anything is possible but it would be somewhat stupid to announce a big game like PS4 only Gears of War or Demon's Souls 2 without a worldwide media coverage.
I would be excited for a PS4 Grand Theft Auto Online with 64 or 128 players.

Well... considering the only real convention that could possibly be considered a global audience would be E3 the by your logic nothing should be announced at GDC or TGS
