When I say it I usually mean that Vita doesn't have enough blockbusters. A lot of the good games are ports or remakes. That usually doesn't sell me on consoles.
I think I'm going to pick up a Vita next year, the library is starting to shape up now, but it's still a bit on the weak side IMO.

Agree 100% with Isawyoshi, the console is in a catch 22 situation, there are loads of nice games out there for it, but not a single one would be considered a system seller in my eyes. Maybe the OLED screen is the killer AP for me atm, just when a game goes dark.... and it really goes dark, and now faded grey. I love that even more cos I play on my handhelds a lot in bed before going to sleep so yeah really impressive screen.
You know what the system needs just 100%.... GTA4 stories, or GTA5 stories, keeping the same city as the big brothers and making a new char and plot to run riot in them. Those games made the PSP into a core gaming handheld in Europe and US and I'd feel they'd do the same for the Vita, If Sony aren't at least in talks with RockStar I'd be very dissappointed.

The screen is probably the main selling point for me too. It's so beautiful. I just wish Sony could be making more of their big FP ip's on the vita. We have gotten a few, but we still need GoW, GT, Ratchet and Clank and some other games. I don't feel like investing in a Sony console if Sony ain't investing in it.
