Why Forza Motorsport 5 has fewer cars and tracks than Forza 4

Midtown Madness 3 came out in 2003 by that time the original X-Box already had a decent install base.  RalliSport Challenge 2 sold half as much as the first one and the only PGR games that sold well are the ones that where also bundled with X-Box live starter kits 2&4.
