But PS+ is not a reward or a prize, it is a service.  If someone is worried they may get a duplicate game on PS+ because they own it already they can just not buy games, or not buy PS+, or just accept they may get a dupe once in a while.  

This free MS gift is a reward/prize, and if it uses gamerscore it can very well reward the wrong people.  Kind of like when Sony decided to use trophies as auction points for stuff used in a ps3 advert, rewards renters instead of buyers in most cases, and in case of the first winner (and likely others since sony hid winner names afterwards), rewarded a hacker.

I imagine more factors than gamerscore were considered. Personally, I rent a lot of games, I buy used, and on occasion I buy $60 retail games. But my biggest contributions to MS directly are likely my Gold membership and digital purchases.

By the way, I'm not saying PS+ is actually a kick in the groin to anyone. I'm just showing its too easy to put a negative spin on anything.
