Dead Rising 3 runs at 720p and 30 fps on Xbox One, UI runs at native 1080p

I'm getting more and more disoppointed in next gen graphics.

How can this be? Most games are made on last gen engines or at least they look so (Battelfield 4), and yet they cant run 1080p.
