I've noticed that PS+ Instant Game Collection/Sales seems to always hint at an upcoming release or announcment. For instance, PS1 FF sales, around FFXIII releases. Demon's Souls becoming IGC around Dark Soul's release. Ninja Gaiden Sigma being IGC just before NG2 hit, etc.

November's IGC is Dragon's Dogma and Soul Sacrifice. Two games that give ode to the "Soul" formula. Now whether they will showcase this game now is up in the air, but I feel this cements the idea that they are or were at least PLANNING to reveal it soon.

I sometimes think Sony rearranges their announcements based on leaks. If most people suspect it to be one thing(and it is) they shift it with something else to keep us all guessing. That way when we see it isn't "that thing" it discredits the insider that revealed it and makes us less likely to to believe them(because outing secrets stifles the momentum). Its kinda a good hype tool but also very annoying :/
