No, not exactly like LittleBigPlanet. The story on Battleblock Theater is far different than LBP. It involves friends and cats, just to let you know. Also, you're fighting for your life and your friend's in Battleblock :P The point in BT is more platforming than creativity, which is the other way around in LBP.
And checking your edit, well, didn't Students of the Round went platinum in Japan with the 360 version? and that was a game also released on PSP and PC. I mean, this is a 360 exclusive. I suppose for the sake of profit that they would localize it.

Students of the Round was originally a PC title that was ported to 360 and then to PSP. Demon Gaze is its successor and that is coming to the US next year (it's on Vita). I think because it's on 360 only will be the reason they don't localize it...
