And if we're talking about noticeable differences I honestly doubt the majority of consumers will notice differences between any of these three versions.

The video cites "water drops on the windscreen" like a effect that PS4 have and PC not.

Interesting, and very strange considering the cuts made elsewhere like the lower resolution alpha and draw distance.
