Well I might be biased, becuase the glee I get from being batman is pretty high, but I would say yes.

Combat is still as good as ever, it's not different from the first two games, but it's still great.

Side missions are not as good as City, but they are still my favorite part of the game. Just being Batman and going off to solve these side quests justifies my purchase. You will have fun with some of the less known villains, and they offer a real chalenge.

Predator mode is still great.

 

Honestly, yes it feels like DLC for City. If that DLC was really long and had a great story. Is it groundbreaking for the series? No, but it's cheaper on Wii  U, and I will take any excuse to glide around Gotham stopping crime.
