Not really, when a PR guy says rumours are overblown instead of the usual "no comment" or "the rumours are false" it usually means that the rumours are true (at least for now). Overblown just means he doesn't want people to think that it's as big deal as the rumours make it out to be, but that there are real issues at play. In other words he is basically confirming that the rumours are true but that they don't think (or don't want people to think) it's as big an issue as people are making it out to be.
My policy with PR is usually everything is 75% as good as they say, and 50% worse depending on which direction they are trying to spin.
