you are comparing ps2s japan numbers only to xbox and gamecube japan+america numbers.
that is because PS2 was launched first in japan and then a long time later in america.
Ps2 launched in america right at the end of october. So it was only 1 month until the slope you said took place (being it supply constrained from the american launch)
