In the state of a generation where there is very little games that could be classified as real horror they just throw in games with halloween themes like Darkstalkers, Costume Quest and Infamous: Festival of Blood. The real question is why is I Am Alive there.

I was really scared how bad the game played and looked if that counts.

Then duke nukem forever must of scared you shittless. It did for me.

Played it for a bit on my friends PC, it looked like a 2007 game, and a pretty shitty one, still bounds and leaps above how I am alive looked (PS2 game upscaled to 720p) and think it played better as well.
