A man in Kiloude City (probs spelt that wrong) post game tells you your best IVs and will say that those stats cant be beaten. I got the 5 I needed =D
EV trainig can be done through both Super Training (my preference) and the standard method. The reason it was already maxed for you is because you used Raichu. Every pokemon you defeat gives you EVs, you can reset them though with a reset bag which is obtained by tapping the punching bag in super training over and over.
