it might be something called the friend Safari
from someone on gaf named Anoregon
"The way I understand it, when you go in you choose a person on your friend list, and that person is randomly assigned a type, and you can find like any pokemon of that type in the safari area. So like if you choose a dude and he get's assigned water, you can find wartortles and other water starters, in addition to pretty much any other water mon."
