I'm talking instant weather inducers, but yeah by Moves it was 5 turns (or 8 with damp rock, etc.), its just they were made almost obsolute by permenant weather.
And yes switching in again would reset it, but its very predictable and limits those that try and set up under weather (Growth Venusaur for example).
